You can’t tell if a slab is dry enough to receive a coating just by looking at it. While the slab is drying, there’s typically less moisture at the surface than deeper down, due to evaporation. That’s why it’s critical to use a concrete moisture test that’s not just assessing surface moisture.
The most useful, reliable way to test for moisture is the relative humidity (RH) test using in situ probes. In 2002, the in situ RH test was standardized as ASTM F2170, providing guidelines for properly performing the test.
